In a medium saucepan, combine water, chopped apples, cinnamon, cinnamon sticks, and honey.
Bring to a boil. Reduce heat and simmer until the apples have softened.
Remove from heat and add the tea bags. Let steep for 2-3 minutes. Remove the tea bag.
Divide the whiskey between two mugs (2 ounces per mug).
Divide the apple/tea mixture between the two mugs.
Juice a half a lemon into each mug.
